Why won't people sit upstairs on buses?

Every day I use the bus route that goes up Clapham High Street to Stockwell tube. Most days I find that people along the route get on and stand in the lower deck area until it is crammed full. I always try to go upstairs, which is usually half empty. A couple of times I have called down the stairwell to tell people ...
