What's the definitive position on a zone 2-3 tube pass?

Does it allow you to travel through zone one or is that some heinous crime punishable by having to spend all your time underground. My dilemma is this: I currently purchase a bus pass which suits my needs although occasionally I venture under the pavement and currently buy credit for this – say £10 per month...

Over the last few weeks, my two commute tube stations Balham and Clapham Common have been piping classical music onto the concourse. Obviously, these two are both on the Northern Line and only a few stops appart, has anyone elso noticed this on any other stations/lines? Is this a new way of calming us on our commute?
